The British Parking Association (BPA) welcomes Andrew Pester as the new Chief Operating Officer. Andrew has over 15 years experience in a range of regulatory, public sector, commercial and management roles providing strategic, operational and policy advice. 

Andrew joins the BPA from a global energy consultancy firm (DNV GL) where he was leading the Markets and Policy Development team. He advised on strategic projects for both commercial and public sector clients with a particular focus on the impact of a transition to a low carbon economy. 

Andrew’s expertise in economic regulation, strategic policy and stakeholder management was developed at the Office of Gas and Electricity Markets (Ofgem) where he led a number of high profile energy sector policies. He informed and shaped both GB and European legislation. As a senior policy lead at the Department of Energy and Climate Change he was responsible for developing the government’s capacity market auction design to incentivise investment in energy infrastructure, which was enshrined in the Energy Bill. 

Andrew also brings experience of managing collaborative projects with multiple stakeholders gained during his time at the Council of European Energy Regulators, a not for profit association in Brussels. As a national expert he contributed to the evolution of the organisation in terms of its operational efficiency, value added to members and informed the voice of Europe’s national energy regulators at EU and international level.

The responsibility for all off-street parking, including parking on private land in England has transferred from the Department for Transport to the Department for Communities and Local Government, which provides new opportunities as well as challenges for the BPA. Andrew joins at a time when we are calling for a single standard setting body with an independent scrutiny board to deliver a single code of practice and a single independent appeals service for users of private car parks.”
