Permanent, 37 hours per week

Location: Mallard House, Beverley, East Riding of Yorkshire

East Riding of Yorkshire Council are seeking an enthusiastic individual to join the traffic and parking team providing an arbitration role in the civil parking enforcement section.  You will be office based, although there may be a need for an occasional site visit or meeting and a driving licence would therefore be helpful.

The primary responsibility of the role is decision making on appeals against the serving of Parking Penalty Charge Notices, by considering all the evidence and applying the law, including any relevant case law, to the facts of each case.  You will be responsible for completing all statutory documents, which record their judgment and producing a written summary to be sent to the appellant explaining the outcome and the options available.

They are looking for someone with experience of working in a pressured office environment and have the appropriate work experience in a technical, commercial or legal office is desirable.  You must possess excellent written communication skills, with the ability to produce written correspondence, to a high standard, that explains complex legal and technical issues in a manner that is easily understood.  You must also possess good IT skills including word processing, spreadsheets and databases.

The ability to work on your own initiative, adhere to deadlines, plan and manage your own workload priorities are essential, as is the ability to work as part of a team.  You must be flexible over working arrangements to meet peak workload demands and allow for any changes within the team.

You must have a good level of general education with a minimum of 4 GCSEs or equivalent to pass level including Mathematics and English Language.  If not already obtained, training will be provided to allow the successful applicant to obtain the qualification of City and Guilds (1916) Level 3 in Civil Parking Enforcement Notice Processing (public sector) within the probationary period on employment.

We’re ready to push forwards with major improvements and change the way we work, which gives you the chance to shape modern, professional services.

With 18 car parks, off-road parking, contracts and internal systems to think about, this role comes with a broad portfolio – which is exactly what you like. You’ll thrive on the opportunity to drive progress across the board, backed by a new parking strategy that starts in 2020. The challenges include the extension of our CPZ, getting value from our car parks, managing around 200 pay and display machines and overseeing CCTV activities. Our IT systems are due to be upgraded and you’ll be in charge of the implementation plan.

Meanwhile, there’s a number of enforcement and IT contracts that need to be reviewed and re-tendered if required. To help you, there’ll be three capable managers and their dedicated teams. You’ll develop them, taking officers to the next level. At the same time, you’ll improve internal processes which will deliver improved success rates at tribunal. With responsibility for the air quality agenda too, there’ll be plenty to keep you busy and engaged.

A local government background isn’t essential, but you must have parking expertise. With this experience, you’ll know how to manage contracts, deal with parking technology and build relationships with a number of key partners. As you shape improvement, you’ll need to navigate a complex political landscape, so you should be ready to influence and manage high-level connections.
