Job Title:             Notices & Appeals Officer

Salary:                 £19171

We seek an enthusiastic individual to lead the notices and appeals team which supports the council’s civil parking enforcement statutory duties and includes a high degree of administrative tasks and decision making within the team.  The post is office based although there may be a need for an occasional site visit or off site meeting therefore a full driving licence would be helpful.

The primary responsibility of the role is to oversee and support notices and appeals officers when making decisions on informal representations together with their own decisions on formal representations against parking Penalty Charge Notices.

Duties include completing all statutory documents, which records decisions made and producing correspondence to the motorist explaining the outcome of any decision and the options available.

Responsibilities also include producing legal case packs and supporting statements on behalf of the council for submission to the Traffic Penalty Tribunal for final appeals.  You will also instigate, oversee and pursue outstanding monies owed by motorists and deputise for the Parking Manager.

An ability to produce correspondence that explains legal and technical issues in a manner that is easily understood is required as is the ability to produce reports to tight deadlines.  You must also possess good IT skills including word processing, spreadsheets and databases.

A good level of general education with a minimum of 4 GCSEs or equivalent to pass level including Mathematics and English Language is essential.  Possession of City and Guilds (1916) Level 3 in Civil Parking Enforcement Notice Processing (public sector) or equivalent would be advantageous.

Parking Services Team Leader

Hampshire County Council is seeking an experienced Parking Services Team Leader to be based in Winchester. This is an exciting opportunity for an experienced and self-motivated manager to lead the County Council’s new Parking Services team.

As Team Leader you successfully operate a modernised, efficient and customer-focused parking service, including day-to-day management and performance monitoring of the new outsourced on-street Parking Services contract that is due to commence on 1 April 2020. You will lead a team of traffic and technical parking professionals responsible for a range of functions. With extensive parking and/or traffic management experience you will know how to manage contracts, deal with parking technology and have a good working knowledge of the 2004 Traffic Management Act.

Salary Range: £40,449 - £45,524 per annum  (Applications for relocation allowance up to £10,000 may be considered)
