Parking Service Manager

Salary: £43,662 - £47,538

This is an exciting opportunity for someone with passion, drive and understanding of civil parking enforcement (on and off street) to develop the service and implement new initiatives in South Gloucestershire.

You will manage the civil parking enforcement operation, including CCTV enforcement (including two camera cars) and the free flow of designated traffic in bus lanes, Civil Enforcement Officers, Team Leaders, the back office team (appeals), resident permits and car parks.

You will have expertise in the legislative framework and regulations relevant to Civil Parking Enforcement and the enforcement of bus lanes. You will ensure that the Council’s procedures and service are robust, meet all legislative requirements and are reviewed to meet legislative changes and good practice.

This will involve regular liaison with officers in the council’s Street Care service to ensure Traffic Regulation Orders, Parking Place Orders, marked lines and signs are correct, and that incorrect signage is urgently addressed.

You will need excellent management and leadership skills with an ability to inspire and lead your team through change, whilst being able to professionally communicate at all levels.

You will lead the team to ensure a high quality of PCNs being issued and that the recovery process is timely and responses to contested PCNs are consistent and in line with the Councils enforcement policy.

You will provide regular reports on the performance of the service to senior management and the annual report for publication.

Main Duties

To provide technical expert advice and support, working with a range of internal, external customers and partners as part of a specialist team. Ensure that the Council’s statutory duties and policies are implemented and enforced and/or provide specialist technical input to Council policy making and new parking schemes.

To manage the work of 27 staff to ensure professionalism, consistency of approach and effective performance in a high profile, front-line service of considerable interest to the public and Members.

The requirements for issuing, and considering challenges and appeals to, Penalty Charge Notices are defined in legislation. The practical applications of this legislation, including policies on enforcement and the grounds on which contested PCNs will succeed are laid out in Council policy. The post holder will be required to ensure these policies are followed and developed and reflect legislation, national guidance, best practice and Traffic Penalty Tribunal decisions.

What we require from you:

•        You will have a relevant professional or equivalent degree level qualification or equivalent relevant experience and be an accredited member of the British Parking Association.
•        You will have up-to-date and comprehensive knowledge of parking enforcement legislation or moving traffic offence enforcement legislation including the ongoing development of best practice

•        You will have experience of planning work activities and projects within general professional guidelines and/or organisational policies and to appropriate/set timescales.
•        You will demonstrate knowledge in the use of Chipside or other appropriate parking software packages.
•        Good verbal and written communication skills, allied with political sensitivity.
•        You will have significant experience of managing a £1m plus budget.
•        You will have experience of and the ability to manage and develop a team and lead all staff through change.
