Model Contract

The contract is one of the many BPA initiatives aimed at raising standards in the parking industry. In particular the model contract is part of a series of initiatives designed to improve the standard of delivery of Civil Parking Enforcement across the country.

What is it?

A contract designed for local authorities who appoint service providers to manage their on-street parking.  The aim of designing a model contract that can be adopted nationwide is to:

• Ease the workload of local authorities and contractors in preparing contracts
• Help improve the quality of service of on-street parking enforcement and standardise the way civil parking enforcement is carried out across the country
• Encourage best practice by ensuring that performance is measured largely on keeping the streets free of congestion, the primary aim of enforcing regulations, rather than the number of PCN’s issued or revenue generated
• Remove any adversarial relationships

How has it been created?

The BPA, the Department of Transport, local authorities and service providers have worked together to produce the model contract. The contract has been through a period of consultation with the industry and amendments have been assimilated into the finished product.

What are the principles involved?

The contract is based on the following:

• A partnering approach that is founded on openness and trust
• A sharing of risk which is allocated to whichever party is best able to manage it
• Performance related payments that are directly linked to actual measurement of performance through key performance indicators
• Incentives for service providers to seek out innovative ways of reducing target costs
• Employing the right calibre of parking attendants who are motivated, well trained and suitably remunerated

What is the cost?

The cost is £500 for BPA members (£950 for non-members) for each year the contract is in use.  For example, for a three year contract, BPA members would pay £500 x 3 = £1,500 (non-member would pay £2,850).

• A user guide
• The model contract
• A series of schedules
• A template invitation to tender

The contract will be provided both as a paper copy and in PDF format on disc which will also include the other material.  Income generated will be reinvested in updating and refining the contract from time to time.
