Who makes up the board, and what do they do?
The team at the BPA and IPP drive forward with the day to day work under the close scrutiny and direction of a board which has been elected by members to serve the members best interests. The board work on a voluntary basis in addition to their day jobs, and bring a great deal of knowledge and experience to the table to inform our strategy and support our work going forward.
The merge of the Skills Board and the IPP Board in October 2009 bought these two closely linked work streams together and as a result a new board is now in place to take the work forward. Fresh ideas and an innovative approach will ensure that we maintain momentum through what are challenging times for all of us – so this was a key time to be getting things up to date.
The new board is formed as follows:
Chair – Nigel Williams - Parking Matters
Nigel has been actively involved in the Skills Agenda and the IPP since the very beginning. He has over 25 years experience in the parking sector and brings to the board a wealth of knowledge and an immense passion for the work we are doing. As chair person he ensures that we remain very focussed on meeting our sector's needs and achieving results.
Vice Chair – Ian Taylor – Tendring District Council
Ian Taylor has a background in the law and began his career in a London Borough, working for 10 years advising on consumer and welfare law before eventually moving to the east of England. Over the past 20 years Ian has worked in parking in both the commercial and public sectors.
Ian has been an elected Council member of the British Parking Association (BPA) since 2007 and is also a member of the BPA Executive Board. Ian was the first elected Chairman of the Institute of Parking Professionals (IPP) and is currently vice chair of the Skills and IPP board.
In his current role Ian has overall responsibility for parking matters in the District of Tendring in North East Essex. Ian has consistently championed the cause of improving the public image of parking and is an advocate for establishing parking as a specialist, professional career. To this end, Ian has been involved in the development of parking related qualifications, continuous professional development schemes designed for the parking sector and encouraging innovation in the management and delivery of parking services.
Richard Beamish – Asset Skills
Richard Beamish is Chief Executive of Asset Skills, our partner Sector Skills Council. Richard brings with him experience of skills development across several industries, including newspaper journalism, printing and social housing. He also has 15 years teaching experience, some of it working with children with learning and behavioural difficulties.
Adam Bidder – Q Park
Adam has worked in the parking industry since 2007 with Q-Park, initially as Finance Director and then as Managing Director since January 2008. Previously Adam held senior roles with Aviva/RAC, Kelda, TDG and Coopers & Lybrand. In all these roles Adam has been passionate about developing the skills agenda for colleagues both in the organization and the wider industry. Adam is also a member of the Charted Institute of Management Accountants and is committed to utilising this experience on the SKIPPs Board to develop our people in the parking sector.
Dawn Huish - DHH Training
Dawn joined the parking sector 16 years ago, initially working within the Notice Processing team and later moving into the learning & development world where she was able to pursue her passion for learning and sharing knowledge with others. Dawn is a qualified adult teacher, assessor and internal verifier and now works as a learning and development consultant. She has a wide breadth of experience in both designing and delivering qualifications and training programmes and is committed to and passionate about the work of the Skills and IPP board, and to extending opportunity and choice to all through education and development.
Barry Hopley – NSL Services
Barry is head of Learning & development at NSL services group, the largest provider of civil enforcement officers, parking attendants and traffic attendants in the UK. He has been involved with the parking sector for over 6 years and believes wholly in the importance of the development of people. Barry has been involved with the skills agenda for the past 2 years and brings a pragmatic perspective from the private sector.
Engin Mustafa – APCOA Ltd
Engin has been involved in the BPA skills agenda since 2006 and has regular contributed to the boards discussions as well as setting up and chairing the Learning & Development Forum launched in September 2008. Engin brings to the board his expertise in management and learning together with a strong academic background and holds fellowships’ for both the Institute for Learning and Chartered Institute of Personnel and Development.
Manny Rasores De Toro – MrParking
Manny has worked in the industry since 1974. For many years he worked on introducing new technologies and initiatives to the market, as a parking Consultant, Manny now focuses on assisting Local Authorities and Parking Operators to introduce new technology and to deliver better and more flexible parking services to the public.
Manny is a current BPA Council Member and is active in the development of many areas of the association including the IPP, Safer Parking Scheme, Regional Groups Development, the Parking Forum and the EPA Technical Committee. He also chairs the BPA Equipment and Manufacurers Special Interest Group, working on developing and publishing new BPA guidelines for purchasing parking products and services.
Stuart Read
Stuart has over 20 years experience in the parking industry, prior to which he enjoyed a career in the British Army and the Royal Hong Kong Police. As a Chartered Engineer, Stuart has extensive management experience and people skills which he will bring to the Skills & IPP Board.
Since returning from Hong Kong, Stuart worked in parking enforcement and has since worked in consultancy and interim management for several local authorities and government departments. Stuart has been advocating the formation of a professional institute for the parking sector for several years and is privileged to be a member of the Skills and IPP Board.
Roy Tunstall – Liverpool Borough Council
Roy has been involved in the Parking Industry for 10 years, Roy has been chair of the BPA North West region for 4 years and has been actively involved in a number of national initiatives on tackling abuse of Blue badges and also chairs the North West Traffic Penalty Tribunal user group. Roy is passionate about improving the professionalism and quality of training within the parking sector.
Renata Williams – Department for Transport
Renata Williams joined the civil service in 1994 on part time employment while pursuing an MBA at the University of Westminster. She is currently enjoying a 3 year secondment at the Department for Transport. In her current role as Policy Advisor on traffic regulation enforcement, she works closely with local authorities, trade associations and related bodies to develop suitable and effective guidance and regulations for civil parking enforcement. Renata was happy to become a member of the Skills and IPP Board as she enjoys working on skills-related issues and her previous roles have equipped her with valuable knowledge and experience to share.
Lynn Witham – Parking Associates
Lynn has over 25 years experience working in parking, both in local authorities and the private sector and has worked with many local authorities involved with civil parking enforcement. She has also been involved with the skills agenda since its inception and is a fellow of the IPP. Lynn strongly believes that skills and qualifications are vital contributors to the continued professionalisation of the parking sector and will encourage staff at all levels to realise their potential, benefitting themselves and their employers.
Alan Wood – Whyte & Co.
Alan is the only representative on the Skills & IPP board from the debt enforcement sector and is proud to represent this area of the Parking arena.
Alan has formerly worked as a bailiff recovering parking charges, as a contract manager with NCP Services overseeing the parking enforcement operation and as Business Development Manager for Marston Group, so he brings a wealth of experience in many disciplines. Alan is passionate about improving the quality and availability of training and to raising the public perception across the whole of the parking sector
